Municipal
Wireless
- Federal
Trade Commission Staff Report -
Improving consumer access
to broadband Internet service is an important goal for federal,
state, and local governments. The possibility of competitive
risks arising from municipal participation in wireless Internet
service, however, calls for a careful analysis by policymakers
considering if, and to what extent, a municipality should
involve itself in such service, according to a report prepared
by Federal Trade Commission staff. The
report, “Municipal
Provision of Wireless Internet,” offers guidance for
policymakers considering these questions. According to Maureen
K. Ohlhausen, Director of the FTC s Office of Policy Planning,
“Many leaders in the U.S. acknowledge that broadband Internet
service is crucial to the American people and our economy.
However, municipal provision of wireless Internet service raises
important competition issues that policymakers should consider
when determining whether and how municipalities should provide
that service.”

Emergency Communications - GETS,
WPS, TSP - Priority
Communications When You Need It. - During
a major emergency and large scale disaster, getting a busy
signal when you are trying to coordinate relief efforts is
unacceptable. GETS, WPS, and TSP can get you past all those busy
signals. Relief efforts during Hurricane Katrina were stifled in
part, because of the sheer volume of phone calls. GETS, WPS, and
TSP are designed to provide 90% call completion when call volume
is eight times greater than normal capacity. In actual
emergencies, GETS has consistently met or exceeded this
completion rate. Think of it as "Priority Calling".
This session will provide an overview of eligibility, costs,
policies and procedures of these three programs: GETS -
Government Emergency Telecommunications Service Program, WPS -
Wireless Priority Service Program, and TSP - Telecommunications
Priority Program. Session include three videos (NCS GETS/WPS
Introduction, GETS, WPS and TSP) as well as power point
presentations on overview and Eligibility. Speaker:
