- Robert Pepper, Chief of the
Office of Plans and Policy (OPP) at the Federal Communications
Commission (FCC) to Provide WISPCON V Opening Keynote - Mr. Pepper will
be addressing many of the recent changes at the FCC regarding Rule
Changes, Rural Broadband and many other License Exempt WISP issues.
Following a short presentation, Mr. Pepper will open the forum to
questions from the audience.
